Today, at the initiative of the Law Enforcement Academy under the Prosecutor General’s Office on the basis of M.S. Narikbaev Kazakh Law University held a criminological forum dedicated to enhancing the transparency of law enforcement and the introduction of electronic justice in Kazakhstan.
The deputies of the Parliament, representatives of the Presidential Administration, the Supreme Court, law enforcement and government agencies, non-governmental organizations, lawyers, scientists, and the media took part in the work.
The rector and staff of the Dnipropetrovsk State University of Internal Affairs of Ukraine, as well as the teachers of the National Academy of Public Prosecutions of this country, were invited as foreign guests.
The purpose of the event is to increase the effectiveness of measures to enhance transparency of law enforcement, as well as the exchange of experience in this area.
It was noted that in Kazakhstan a set of necessary measures is being systematically implemented for the openness of the law enforcement system.
So, a number of legislative acts have been adopted, an open government portal is functioning, where you can get not only information, but also various services without leaving your home, blogs of top managers, law enforcement services centers, public councils. Citizens have the opportunity to participate in the discussion of adopted bills.
In the field of information policy, the problems of incorrect submission of information about law enforcement activities on the websites of state bodies and the media are raised.
The issue of increasing the volume of the state order for the production and replication of image content on information platforms was also considered.
The second session of the forum discussed the problems and prospects of enhancing the transparency of the criminal process.
It is noted that in this direction in the country there are positive trends.
In particular, there is an appropriate legislative base, measures have been taken to materially and technically equip law enforcement agencies, information and analytical systems are present, a phased transfer of criminal proceedings to electronic format is underway.
Since January of this year, the first phase of the E-Criminal Case project has been implemented in cases of minor gravity and misconduct.
In general, during the implementation of the project in electronic format, 14.5 thousand criminal offenses were investigated (4% of all registered offenses) of which about 4.5 thousand were sent to court.
The forum participants praised the initiative of the prosecutor’s office in the field of digitalization of the criminal process.
As a result of the event, recommendations were developed aimed at further ensuring the transparency of the activities of law enforcement bodies and protecting guarantees of the rights of citizens
